Jim attended Harvard University and University of Maryland, College Park where he received his bachelor’s degree in psychology. After graduation, he joined the U.S. Army in 1990, where he learned about information technology (IT) and operations. Upon receiving his honorable discharge in 1993, Jim began work as a counselor, and the IT systems manager for Consumer Credit Counseling Service (CCCS) of S.E. Maryland.
Through several agency mergers over the last 20 years, Jim has worked in virtually every position in the organization. He is a Microsoft Certified System Engineer (MCSE) and is bilingual in American Sign Language (ASL). In 2010, Jim was awarded his Masters of Business Administration (MBA), with honors (Beta Gamma Sigma), from the Mason School of Business at the College of William & Mary.
Jim oversees the Directors of Business to Consumer Service Delivery, Business to Business Service Delivery, Customer Care, Emerging Products and Services, and Information Technology.
